What is the name of your state?North Carolina

My wife received a ticket for going 41mph in a 25mph zone in Chapel Hill (might be Carrboro). The officer mumbled something about her going to Raleigh and he would have no problem with her getting the ticket reduced to 9 mph over the limit, since she has no tickets on her record. Or she could go to court, and they might do the same. We moved here from CA 2 months ago.

She said he was talking so fast she really couldn't understand everything he said. Could someone elaborate on what he meant, or what she should do. He wrote down a fine of $160. I tried looking all over the internet, and can't find anything about going to Raleigh before a court date to have it reduced to 9mph over. Maybe she misunderstood? Thanks for your help.
