speeding 85 in 65 & careless driving

What is the name of your state? New Jersey
I was pulled over on the Atlantic City Expressway clocked at 83mph. While the officer was talking to me another car pulled up behind me, it was an off duty Atlantic City Police Officer & his wife, he told the other officer that he followed me for 30 miles and I was weaving in & out of the lanes, blinking my lights at people to move out of my way. I received two tickets, one for speeding and one for careless driving. Can he give me a careless when he didn't witeness it? If the other car followed me for 30 miles, then why didn't he get a speeding ticket? When the officer pulled out onto the road to pull me over he almost hit the off duty officer because he was right behind me. If I was such a danger, why didn't the off duty officer call 911 to have an officer stop me before I drove 30 more miles?? Help, I go to court in two days and the off duty officer said he would be there. How can I plea these down so as not to get all the points, I have not had a ticket in 10yrs.
Thanks!!!

The citing officer can issue you a citation on the other officers statement.... as long as the other officer will be there to testify as to what he saw. And it doesn't matter if he is an officer or not.... any citizen could do the same thing.... as long as they testify as to witnessing the violation.

outcome

When I arrived for court, I went to talk to the prosecutor. She already had her decision. The careless was dropped the the ticket was reduced to speeding within 15mph and 2 points. It took all of one minute.
