What is the name of your state (only U.S. law)? NY

I got a ticket for speeding in a construction zone by a NY trooper. The ticket was issued on 8/23/08 . It is based on observation and stalker dual. The ticket is a 80 in a 45. Since a 180 days has passed and I still do not have a court date hasn't my right to a speedy trail been violated? Also how would I got about preparing a defense?

Nope, you have to invoke your right to a speedy trial, it is not automatic. When you did not ask for a speedy trial, you gave the court one year to bring you to trial.

Hire an attorney, nothing in your post suggests the ticket is not valid.
