Speeding on a ramp

I was driving in a polk county highway where the speed limit is 65. I was getting off on the ramo and the speed limit is 35 , I was in the process of slowing down when a saw the high way patrol park on the side of the ramp. He pull his arm out and make me park on the side of the rmap too. I never saw his rada or how he got my speed, however I want to know is it possible to get a ticket for speeding in a ramp? someone told me that the yellow sings on the ramp means suggestive speed is that true?

You can discuss with the judge why you feel it is OK to drive 65 on a ramp rated for 35.
