speeding ticket with bad speedometer

What is the name of your state? Pennsylvania
I was pulled over for doing 51mph in a 35mph on a motorcycle i had just registered and title transfered the day before. I took it out for its first run since putting a new motor in it and went around a loop to come back to my house. I realized it started leaking oil and the speedometer did not work. On my way back i got pulled over. Could I get rid of the points because of the speedometer not working? And I thought the officer had to tell you how many points you would receive?

It is YOUR responsibility to ensure that your vehicle is in compliance, which includes a functioning speedometer. If you can provide proof that it wasn't functioning but that you have had it repaired, there is a chance that the judge may reduce the fine, but no promises there.

I did not know the speedometer didn't work until i was on my way around the block with the bike. like i said it was the first time ever it has been on the road and i was seeing if it was ready to be driven. But obviously it wasn't considering i found a huge oil leak! Do you think I could use this to defend myself?

Defend, no. Mitigate - possible.
But, ultimately, It is YOUR responsibility to ensure that your vehicle is in compliance (as was noted above)
