What is the name of your state (only U.S. law)? Maryland

I was caught speeding in Delaware and the officer was going to issue me a warning, but found that I had an expired registration and that I was late on getting my emissions test. After I received the ticket he said he would help me out and to set a court date so I did then immediately got a new registration and rescheduled my emissions which by now I have completed. Tomorrow I am going to court and I have no idea what I should say to the judge. If the cop doesn't show up can I say "not guilty" or should I say something else since I clearly am guilty. I just would like to know what would be best to say if the cop shows up or not. Thank you for the help! :)

It was a little late to post a question. You shouldn't have expected to get an answer the day before your court appearance.
