What is the name of your state (only U.S. law)? Pennsylvania

Alright so I go to college in Arkansas, and was driving back home to PA. Along the way I was stopped for speeding in Arkansas.

Got a ticket

The cop miswrote almost all of the ticket, here is what he wrote wrong.
First Name Wrong
Last Name Wrong
MI Wrong
DL State Wrong

Now the most important thing wrong
The ticket says I was going 55 mph in 70 mph zone

So my question is do I have to pay it... because this ticket was almost completely wrong. I signed that I was going 55mph.

Thanks for your time.

No, you don't have to pay the ticket. But you cannot ignore it either. Only a judge can determine if the ticket has enough defects to be dismissed. The officer will likely be given a chance to correct any errors too. It is up to you to determine if it is worth contesting the citation. If the judge agrees to allow the corrections, you will have to pay the ticket.
