Speeding Violation

A few days ago my son was pulled over after being followed for around 6-7 miles. He was in a bordering town of Broadview Heights, but pulled over by a Brecksville officer. (This is all in Ohio) My son asked to see the radar and on it, it said under "28 mph" target speed, under "Your Speed" on the radar it said 44. The ticket said he was going 45 in a 25. We tend to believe that target speed means the speed that the offender/my son was going, and it was a moving radar. The police officer had followed my son for 6-7 miles when my son turned off. The road is a U and the officer looped around and went down the other way. He was clocking my son coming toward him on a curvy road. I am not knowledgable of the radar and how it works. Both cars were moving when the radar my son was clocked. can anyone help me?
My son has had several speeding violations in the past year. He has complained many times of the police following him for no reason. He has had previous problems with the police, but none in the past 18 months and none since he has turned 18. They follow him often and have pulled him over for several petty things such as the license plate frame covering some written information on the top of his temporary tags. I see new cars with the same information covered all the time. In June, my son who had just graduated from high school was cited into mayors court for a speeding violation. He told the magistrate that he was starting a job on Monday and had no money to pay the fine and he was sent to jail for two days with no offer to pay a fine. She told him if she saw him back there, she would send him to jail for 30 days and he would lose his license. He has made a conscious effort to improve his driving and has attended a remedial class. He firmly believes that he was not speeding. Any suggestions? Camlzhump@aol.com, Pam

a couple things, usally another township cannot make a traffic stop outside their jurisdiction unless in pursuit which would mean his lights had to be on when they left his or her jurisdiction. the next thing is what type of radar was it? many radar guns are required to be calibrated by a proffesional who is trained in it almost daily. many departments overlook this fact because not to many people know about it. if the radar was not calibrated properly for standard settings it will not give an accurate reading. if the officer claims it was calibrated, ask by whom? if he says he did ask him if has ever been instructed or trained to do so and if so by whom? and go through the credentials and validity of the officer if was qualified to do this. the next thing is if he did not get your son from a stationary position and was following him and said he used the radar the reading is usally not accurate either. usally police officers time a person when they follow them or determine the speed by seeing at what speed they begin to gain on the subject. you can find this stuff out by politely asking the department in question but not by saying your reasons just out of general curiosity.
