Statute of Limitation on Moving Violations?

I received a letter for Washington DC DMV saying I had not paid a ticket from March 91. I believe I paid the ticket, but it was ten years ago and I have not record. The letter offered to let me pay half and forget the whole thing, but pay up by 10-26-01 or else! It feels like extortion to me.

The penalty amount after the reduction was only $25, but I still believe it is unjustified. Do I have any recourse?
