Ticket Jurisdiction Question

What is the name of your state (only U.S. law)? OH

My wife received a ticket after hydroplaning and going over a no trespassing sign. (it gets run over once or twice a year by north bound traffic). The responding officer who issued the ticket is from a neighboring municipality and is not from the municipality the accident occurred in. No officer from the city it occurred in was ever present and the ticket and muni-court belong to the city the responding officer is from. The city where the accident occurred has its own muni-court. The land used to belong to the responding city, but changed hands a couple years ago in a land swap.

Can something be done at the arraignment hearing that is scheduled 22 days after the ticket was issued since the court and officer do not have jurisdiction? Not to mention the court it is at is the nastiest and most expensive one in the county.

We are willing to get a new sign post and put it in. Home Depot and similar places carry what was used for $20-25, though we do not have any info on who to talk to in regards to the sign at present.

The violation was 331.34 but couldn't find it in the ORC.
Just confirmed that it was indeed in the other municipalty that the PD is from.

THE CODIFIED ORDINANCES OF HUBBARD, OHIO

331.34 FAILURE TO CONTROL; WEAVING; FULL TIME AND ATTENTION

(a) No person shall operate a vehicle without exercising reasonable and ordinary control over such vehicle.
(b) No person shall operate a vehicle in a weaving or zigzag course unless such irregular course is necessary for safe operation or in compliance with law.

(c) No person shall operate a vehicle without giving his full time and attention to the operation of such vehicle.

(d) Whoever violates this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
