is ticket valid if last name is missing


What is the name of your state (only U.S. law)? New York
I received a ticket for obstructing traffic - the light was green, I preceeded in the right lane. When I attempted to cross the intersection, a car was in the right lane so I needed to stop. (They were getting a ticket by a traffic person but did not have their hazards on so I thought they just had their brakes on). The next traffic person (there were 5 on the corner) came over, told me to pull to where the other car had just left and just zapped my registration etc.
2 Things:
I think it is unfair that the cop didnt have the car put their hazards on so I knew I could not go straight and would be left in the intersection when the light changed.
If my last name is not on ticket but all other info is, can I fight based on that.
or, just pay it.

There's no harm in contesting the ticket other than the time you spend doing it, but there's very little chance any of that will make a shred of difference. Unless you come up with something more substantial to argue, my guess is you're going to have to pay.

Firstly, it sounds like you got a parking ticket from a traffic agent. A name does not have to appear. A traffic ticket is two points, so you got off easy.

Secondly, you cannot enter an intersection unless you can get through, so your basis for contesting the ticket is invalid. It is YOUR responsibility to NOT enter the intersection unless the far side is clear for you. Period. In this type of case nothing else matters.
