traffic citation improper use of seat belt

Received citation for my seven year old son only wearing lap belt.

the car is equipped with dual system lap and shoulder harness.

statuate says must be retained in federally approved seat belt system. i thought as long as he had the lap belt on we were legally correct. Law unconstitutionally vague as to what is a federally approved system i.e. do you have to use a shoulder harness when it is available.

Who knows statuate that says it is a rule of law that if a statuate is vague then the matter must be resoved in favor of the defendant, due process argument.
