On a traffic citation there is a section for the "charge" i.e., failure to stop at a stop sign. And a section for the "place".
Is the "place" section meant to show where the violation took place or where the vehicle was stopped?

Generally the place means where the offense happened. It is on there for informational purposes and has nothing to do with the elements of the offense. In other words, if you committed the offense and Fifth and Vine but the officer wrote Broadway and First, it will not invalidate the ticket.
