Traffic law regarding ATVs

What is the name of your state (only U.S. law)? Minnesota

Can a person drive an ATV outside city limits on the dirt roads? If not, is a citation legal if the officer fails to write the statute/ordinance and offense on the citation?

I suppose if there's no violation code written on the cite, you can question the Judge why you're even there. You signed the cite promising to appear for the violation of what?

Thanks for all your help. This really helps a lot. It's so out of line to have to go to this much trouble for something so stupid but you wouldn't believe what the police get away where I live (you probably would). Each time they get away with breaking the law themselves, they get worse the next time around. Check out Copwatch.com - very interesting!!!!
