traffic ticket not mailed to me - please help

I got a speeding ticket in the Seattle area a few months ago, was told by the officer that I'd receive the ticket in the mail, and he sped off without handing me anything, ticket, business card, napkin, anything.

Now, today, 4 months and a few days later I got a letter from a collection company for the ticket, in the amount of $200+ for what I think should have been about a $57 fine.

I didn't know what city I was in when I got the ticket, didn't know who to contact about the ticket, and when I didn't get anything, assumed he was just trying to scare me to slow down. Now I'm trying to figure out what I can do to fight the ticket since I never received the citation from the officer while stopped, and never got anything in the mail to be able to even pay the ticket.

Any good advice?
