IN THE STATE OF R.I. YOU ARE REQUIRED TO HAVE BOTH A MOTOR VEHICAL LICENSE AND A MOTORCYCLE LICENSE.TO OBTAIN A MOTORCYCLE LICENSE YOU MUST COMPLETE 8 HOURS OF MOTORCYCLE TRAINING. YOU THAN RECEIVE A CETIFICATE, WHICH YOU TAKE TO THE REGISTRY FOR A MOTORCYCLE PERMIT.
I HAVE HAD MY DRIVERS LICENSE FOR 18 YEARS AND HAVE HAD 3-4 TRAFFIC VIOLATIONS.
I COMPLETED THE REQUIRED MOTORCYCLE DRIVERS TRAINING, AND RECEIVED MY CERTIFICATE FOR A MOTORCYCLE PERMIT ON 8/22...HOWEVER I DID NOT GO AND GET MY ACTUAL PERMIT UNTIL 8/28/00. NATURALLY I WAS STOPPED FOR SPEEDING
ON FRIDAY 8/25/00... 70mph IN A 65mph ZONE.
THE OFFICER GAVE ME A SUMMUNS STATING THE VIOLATION(S) AS "SPEEDING 70 IN A 65 ZONE" AND "OPERATING WITHOUT A MOTORCYCLE LICENSE" THERE WAS NO FINE.. ONLY THAT I WAS TO APEAR IN COUR ON 9/26/00..OBVIOUSLY I NEED TO APPEAR IN COURT..MY QUESTION IS, DO I BITE THE BULLET AND PLEA GUILTY ? WOULD AND EXPLANATION OF MY HAVING THE CERTIFICATE PRIOR TO MY VIOLATION HELP ME AT ALL ?

I am a law school graduate. What I offer is mere information, not to be construed as forming an attorney client relationship.

Well, explaining it might reduce whatever punishment you get but you have the unquestionable obligation of getting the proper licenses and insurance before getting on that road. You run the risk of bad stuff like this happening when you choose to take short cuts.
