Turning Lanes and Driveways

What is the name of your state? Virginia

Ok, so if there is a turning lane that passes several private driveways (parking lots, etc) before it reaches an intersection, with no "Right lane must turn right" signs until just before the main intersection. Is there anything out there that states that you are required to turn into a driveway if you enter the turning lane prior to said driveway? There are no other markings in the lane aside from the painted right arrows on the road surface. A police office cited this as an "Other illegal pass." From my research, the only thing I can find pertaining to this situation is that you must enter the turning lane and signal AT LEAST 100ft from the intersection when traveling over 35mph.

On the flip side, is there anything out there that states something like it is NOT mandatory to make turns into driveways from turning lanes unless otherwise posted (as in "Right lane must turn right" or a traffic light)?
