unreasonable detainment???

What is the name of your state? California

A CHP officer stopped me for speeding and, saying that he was enroute to another call, took my license and instructed me to proceed another 10 miles (sans license) and wait for him at another location. He finally came back...1 hour and 50 minutes later. Would this be considered unreasonable detainment and is that grounds for dismissal?

It is unreasonable in certain states, but you have to look up the case laws on that issue. Whether it's grounds for dismissal, that's another story. Try arguing this in your written TBD.
