New York: What is the difference between a VTL violation 1163 OA and 1163 OD?

I was issued a UTT for a 1163 D violation ( officer said I failed to signal when changing lanes.) However, when I look up The VTL subsection, it show 1163 D as failing to signal from a parked position.

(d) The signals provided for in section eleven hundred sixty-four
shall be used to indicate an intention to turn, change lanes, or start
from a parked position and not be flashed on one side only on a parked
or disabled vehicle, or flashed as a courtesy or "do pass" signal to
operators of other vehicles approaching from the rear.


It says "change lanes". 1163 (d) is the correct section for failing to signal a lane change.
