What is the name of your state? WA
it's my first ticket 75/60, out of state licences, 6months Or licenses, before that international license.
what are the chances for me to get the ticket deferred in WA south district court?
and how should I did it ? the procedure and likelihood the judge will grant the deferred findings?

Deferrment is available only to Washington residents or those holding Washington driver's licence. Your best option would be to negotiate for a reduced charge.
