WA speeding while passing

What is the name of your state? WASHINGTON
Took a 300 mile trip down I-5.
Drove exactly the speed limit the whole way, except of course there was a slow car in front of me, so I exceeded limit for 30 sec. which is when state patrol was watching.
I am having trouble finding the laws about being able to legally exceed limit for passing only.

That's because you're not allowed to speed, even if it is to pass another vehicle.
Washington does allow for a temporary increase in speed for passing, on two lane roads only. I-5 is an interstate freeway and that law does not apply. I have driven I-5 from Canada to Oregon a number of times and it is a divided highway the full distance.
