What is the name of your state? TX

My small town recently hired a new cop that is a maniac behind the wheel of his patrol car. He frequently drives at speeds in excess of 100 mph. He's only been on the force for 3 months and has already crashed one cop car ( He crashed into the back of a bus). Several citizens have complained to the police chief who refuses to acknowledge the problem. This cop is 24 years old and was fired from a police job in a nearby town for falsifying police reports (he made up some story about being shot at apparently to get attention, it was later discovered that the bullets that hit his car came from HIS gun).
Since his boss won't do anything about his driving, is it possible ot make a citizen's arrest for reckless driving? This kid really needs to be stopped before he kills someone.

I can only answer how we do it here:

First, if the officer is not responding to a call, which they often do without benefit of lights or siren, the person to call would be the Chief of Police to lodge a formal complaint. If there is no response after that, the next in line is the Mayor.
