Two years ago I received (earned!) a speeding ticket from a highway patrolman in Colorado, which I have neglected to pay  , even though they've turned my *account*, so to speak, over to a collection agency. I live in Arkansas, and have renewed my driver license since. When will Colorado stop looking for me? (...Colorado wants me, Lord, I can't go back there....)

You are off the hook when you pay the ticket.

Recent changes in the law make it more likely that you will soon be getting a nasty letter from some folks in Little Rock who have noticed this overdue bill.
