    Who has right of way when backing in a parking lot?

    Probably the person already driving and not the person trying to back up. Why do you ask? What did the police office who wrote you a ticket say?

    You have to explain what you mean. Are both cars backing? Is one backing and the other pulling straight out of a spot? Is the other car driving down an aisle?

    Etc...
