York PA Traffic Ticket Question

What is the name of your state (only U.S. law)? PA
My 20 year old daughter (licensed in Md) got a ticket in York PA for not completely stopping at a stop sign. On the ticket, the officer indicated it as Other - "defendant did operate a MV and failed to stop for a clear and visable stop sign". He indicates it is Statute 75, Section 3111, Sub section A.

Is this considered to be a moving violation that will result in points on her record? I know Md and Pa have a reciprocity agreement. She has never had a ticket before and for insurance purposes, I'd like to keep her record clean. If this is a moving violation, and she chooses to stand trial, what are her chances of getting PBJ? In Md, it almost a given that if your record is clean you will get a PBJ for a minor traffic violation. I'm not sure how tough PA is compared to MD, and obvioulsy there are not guarantees.

**A: yes, failure to stop is a moving violation since she was moving and did not stop.

3111 is the least minor offense you can get in PA, it is failure to comply with a traffic control device which carries no points in PA.

The only question you have to answer is does MD apply points to out of state ticket. Many states only agree to enforce payment of the ticket, and do not record the offense in their system unless it is something serious like DUI. However, some state do recognize the violation and then assign their own points for that ticket.

In the case of PA they do not record or assign points for any out of state tickets so it never shows on the PA record.

I did look, and it appears that MD does assign their own points to out of state tickets that matches their own vehicle code. it appears to be similar to PA with serious issues like DUI, but it is vague enough to sound like they could assign points to any moving violation is they have a matching vehicle code.
