Cannot obtain CD master from engineer

I'm a metal musican in the state of PA, and two years ago my band finished recording our first album. However, I never received a finalized copy of the album, nor have I received any DVDs containing the raw data that we recorded. Although we have paid him what was asked before we started recording, any attempts to contact him led only to hearing excuses as to why nothing has been sent our way (mostly that he's been "busy").

I'm not interested in filing a suit against him as much as I'm just interested in getting either a finalized copy of our material or the data that we recorded. What are my options?
