Online music streaming question

What is the name of your state (only U.S. law)? n/a (online question)

Hi all,
I'm trying to start an online blog that streams music. Can I stream music legally? Does it matter if the song is full length or a clip? Does the length of the clip matter?

i think you need to have a license from one or all of the big three music licensor's like bars and stuff do.
