Translation of song lyrics

I want to record a version of a copyrighted popular song using translated lyrics (English - Spanish; song will be sung in both English and Spanish). Do I need permission from the publisher to make this recording? Does the translator have any mechanical rights? If I pay publisher statutory royalities, do they have a right to block release of song in translation?? Thanks for your feedback on this... DM
