Using a quality movie screen shot

I'm designing a few shirts and most are personally designed. But one t shirt may have a quality screenshot from a movie (Halloween Resurrection). Is it illegal to create t shirt using a scene from a movie and/or selling it too?

If the movie is protected by copyright (and all modern ones are), you must have permission.
