501(c)(3) grant business grievance between AVO and paid staff

What is the name of your state (only U.S. law)? Florida
The 501(c)(3) is an all volunteer organization (AVO), made up primarily of older, retired people at the moment.

Recently, several paid staff members brought their unorganized grant application to the board for financial information to complete "their" grant application.

If the grant is awarded, the treasurer and president of the 501(c)(3) will be responsible for the grant disbursement.

For the purpose of the grant, the board has been working to establish a formal business plan, budget, financial statements, annual report, and will set up a separate bank account for the grant disbursement. The grant will be disbursed only with proper authorized purchase orders and receipts meeting the grant requirements.

The grant business grievance plan needs to be set up to manage and provide a neutral method to resolve on-going issues brought on by paid staff members complaints. Some of the complaints are on official workplace emails. At this time, there is no written grievance process, and it has become obvious that for the purpose of the grant, there needs to be a written plan.

Does anyone have any suggestions how to set up a grievance plan? Thank you for any suggestions.

I am confused. How can paid staff members of a 501(c)(3) apply for a grant from the organization?...and why would their employment grievance process have anything to do with such a grant?

Thank you. I couldn't figure out what was missing when I wrote it out.

The 501(c)(3) is a friends of library group. The grant was found by the library that the group is involved with. The grant application is actually going to have the group's signature and group's responsibility for the grant. The library staff feels that once the funds are accepted, they can have control of the funds, and have the group rubber stamp their grant.

The problem is that grant is over $3,000 and misuse of the funds can be a crime, whether intentional, of the signature on the grant itself.

The library should be non profit also. If they wish to administer the grant, allow them to apply and have the members assist them in writing it.
