First, I would write a letter to the check writer (assuming you have a valid address, etc.). Send it certified with proof of delivery. Advise him/her that you will be contacting his local authorities and filing a criminal complaint if he/she doesn't make the check good, plus any other expenses that you have incurred (bounced checks, NSF fees by your bank, etc.). Give him a reasonable response time (7 days??)
Then, if he/she doesn't pay, contact the local Prosecutor or police in the county where the check writer lives. His/Her writing an NSF check is a crime. Ask about filing a criminal complaint. You will need to send a notarized statement to them with a copy of the check.
I bet he pays when a 'uniform' knocks on his door!!!
And finally, you could consider suing him. This could be done in your state (he probably wouldn't know to file a venue change). Then when you get the default judgment, you can 'sister-state' it to New York.
