What kind of business license is required to run a business on the WEB if it is sole propriety and no workers (local, etc)?

Would it be expensive to create a business (service) that is not intended to net any income at first but hopefully later might?

The requirements to start a business is the same for a traditional business and an internet business ie. State/Federal trade name registration, tax ID numbers etc. Although the type of product and/or service offered may differ, the standards are the same with respect to a brick and mortar or a click and mortar business. Since sole proprietor type, you will not have to worry about employer colected taxes such as social security, unemployment, etc. I would caution you to think about all your possible business liability as you are probaby better protected if the business was run under a corporation status.

Depending on what programs you will be using, you may have to purchase a license to use (user license) ie. Microsoft, shopping cart ecommerce program etc.

The no income now and some later has no bearing as long as the end goal is to generate income.
