What is the name of your state (only U.S. law)? ohio

I am looking to open a hookah lounge in Dayton, Ohio. Many of the other logistics for what we are proposing have already been sorted out. But we are very interested in the idea of having a "Bring your own beer" permit for the lounge. I've come across hookah bars in other states that do this, but I'm very confused if it is legal in ohio. I know of a single hookah bar in Cincinnati, Ohio, that has a byob policy. But I'm not sure if they're doing it legally.

to ask more concisely:
1. Is a byob license a thing we need, or is it just a set of operating procedures?
2. If so, what is this license specifically know as?
3. Are we required to charge a corking fee or have them show us receipts?
