I own a small construction company. I did a job and 3 days before completion the people told me that they didn`t have the finale payment. We left the job uncompleted and two seperate times they said they got the money and when we would show up to finish and ask to get a portion of it as another down payment they said they didn`t have it. can I sue them for the balance $3200 even though the job is not completed

It all depends on the contract you made -- as a legal matter you would generally be entitled to sue for the agreed upon contract price of the finishd job, LESS the cost to you of finishing it.
