What is the name of your state (only U.S. law)? TX

Can the purpose of a non-profit foundation be to give out scholarships to hispanic students? I tried to do some research on this but could not get a definitive answer. Thank you.

No. You must make your applications available to everyone (and the form can include a mention that preference will be given to Hispanic applicants who qualify) but you and your board members make the final decisions about who gets the scholarships and that information is private.
