What is the name of your state (only U.S. law)? New York

We're just starting a new N-F-P corp., which is a local historical society. We need 3 persons to qualify as a NY corp. We also have to file for a charter with the NY Board of Regents, which requires 5 persons. Since we're new we don't have enough people to cover all the slots - so can we double up in order to expedite things?
