What is the name of your state? CA
I know of a church which operates as a business. They collect lots of money from their members, tithes and "donations". The minimum amount of the donation is stipulated, and they are expected to give more. They are told what these donations are for, but after having read their annual report I am not convinced that all the money if being used for the reasons it was collected. Also because the amount is being set, does it really count as a donation which should be voluntary?
would this amount to collecting money under false pretences and can anything be done about it?

Welcome to the religion business! Jimmy Swaggart, Rex Humbard, the Bakers, Oral Roberts...all of them seem to spend more money on collecting more money than on actually doing "God's work". Getting caught with a prostitute, selling stock in a phony corp, building a monument to your own ego...none of that has stopped the folk from getting fleeced.
