What resources might I turn to for guidelines on writing contest or sweepstakes rules that meet legal requirements? Does each state have its own set of requirements, or is there just one set of Federal guidelines?

There are both State and Federal guidelines. Talk to someone at your State AG's and/or Consumer Protection office for State guidelines and referral for Fed guidelines.
