Celebrities have rights to their name and likeness. You can't do it without her permission.

You unfortunately aren't legally allowed to produce that teeshirt without explicit permission from her 'people' - which unfortunately will probably be either very highly priced, or has already been sold in an exclusive offer to someone else.
