What is the name of your state (only U.S. law)? CA

I'm looking to open a company that would offer field visit services to lenders having difficulty contacting debtors. The field agents would only be responsible for establishing contact and not collect funds. I need to know if in California I would be required to hold a special license and/or a bond.

Any advice would be appreciated.
