What is the name of your state (only U.S. law)? IL

I am wanting to help people in their crises these days with their pets.
I am hoping to start a pet food pantry in which I will receive donations of pet food and be able to pass it on to people in need.
I see this only to happen on a small scale out of my home for now.
At what point do I have to register this 'business' as a not-for-profit organization?
I believe I will be able to get donations from people that are not looking for a tax deductible donation receipt. Do I still need to keep track of what is being donated and given away?
I obviously do not have much of a clue yet, all I know is that I want to help pets whose owners are in trouble.
Any suggestions/concerns you might want to share are very much appreciated.
