Employee problem

What is the name of your state? California

A friend of mine operates a chemical manufacturing plant. One of his employees got a hold of the formulation book and never came back to work. Now, that ex-employee is now taking all of the customer without any business papers etc. Is there a way to report or get that person to stop what he is doing? Another problem is that the ex-employee has two family members still working at the company he stole from and most likely leaking information and gathering information for the ex-employee. What should I suggest?

Had the employee signed any kind of non-compete or non-disclosure agreement?

Are the two family members working under any kind of contract?
