If I am running a website, can I openly endorse other products. Can I use links to, for example, ebay.com or mcafee.com? Would I need to gain permission from them first?

I am wanting to create this site to promote the products I refer. I refer for companies and make commissions. I would be posting links to these products and giving my own experiences to the viewer. But as to my original question, I want to refer other products and services that I do not make a commission on; this would just be for viewer attraction to my site.
