IS IT LEGAL TO HAVE A WEB SITE WHERE PEOPLE CAN JOIN IN FOR A SMALL FEE. THEN THERE WILL BE A DRAWING MONTHLY. WHERE THERE WILL BE A PERCENTAGE TAKEN OUT OF THE WINNERS AND DONATED TO THE WINNERS CHOICE OF CHARITY.
