I doubt it will matter, but I live in Texas.

Anyways, I am thinking of running a business online that re-prints rock band shirts that have gone out of print, and also re-prints band shirts which are very hard to find here in the USA.

My question is, what are the legal issues I may encounter? Will I need the band's permission to re-print their t-shirts? Will I also need their permission (as a signature) on paper, or would an email be fine?

You will need the copyright holder's permission and that may or may not be the band.

And, although an e-mail MIGHT be fine, a signed contract of copyright assignment is the only valid proof that will stand the test of court.
