I purchased some new stocks offered by a new company last year. It happened that this was a scam. I was advised to file a complaint to NASD and SEC. NASD is not able to help as this company is not a member, and SEC never reply. What should I do? I'm currently in Asia. I need HELP.

SEC is the right office to complain to. You need to file a formal written complaint. Keep in mind that they are inundated with numerous complaints so be patient.
