What is the name of your state? Illinois

I have a business that is incorporated with 3 shareholders. We are having a 4th person buy into the business and would like to issue him an equal amount of shares. What is the procedure for this? I have the minutebook and the stock certificates, which my accountant put together for me, but we had a falling out and I was just wondering if someone could point me in the right direction for taking care of this. Thanks.
