Is it legal to start an escort service in Washington state? If so what steps should I take?
If by escort you mean providing people for sexual activity, it's called promoting prostitution and is a felony in Washington State.
It is outside the scope of this forum to instruct people in how to commit crimes.

No, I mean like an dating service nothing sexual.
Also I only want legal advise from someone that practices law or with a business law education or background.

If you wanted a dating service, why did you not call it that. There's much case law where your knowledge that sexual activity would result from the arrangement is felonious even if you try to weasel your way out by saying you aren't brokering the actual sexual act.

You don't get to chose who gives you advice here and it should be telling to you that three different people gave you the same advice. All of us do have business law education and backgrounds though few of us are actual attorneys.
If you want real legal cousnel from an attorney, you will not get it on the internet. You must deal with the lawyer in a proper attorney-client relationship, not a bulletin board post.
