What is the name of your state? Washington

I would like to know if it is possible to do an exploratory search for business...to see if anyone is even interested in your services...before taking out a business license. It seems unfortunate, at best, to spend money on a license and then not have any business...but I certainly don't want to start out on the wrong side of the law. Thanks.

What kind of business are you talking about here? What specifically would you be doing in your "exploratory search"? Why would this be illegal?

I advise anyone who operates a business to get the proper licenses. But realistically, even if you were to be caught without one, the penalties are probably not that severe. (Usually some percentage of the fee which would already be required as a penalty.)
