What is the name of your state? NJ
I am a small business owner and own 81% of the shares and my partner ownes 19% of the shares. I would like him off but he refuses, even with a decent payout. Being a major shareholder how can I remove him and become 100% shareholder?

you can't

unless the laws of your state allow for dissociation of the partnership in which case, he's still not going to budge so you'll have to dissolve the partnership, the business and everything else and he'll get 19% of the proceeds of the sale.
